With festival greetings I wish you all peace, passion, prosperity and
pleasure.
EFFORTS CAN NOT GO IN-VAIN
Report of Our meeting with Executive Director (P) : Our
deputation consisting of myself, Shri J.K. Karulkar Dy. Gen. Secretary, Shri G.T.
Parikh Vice President and Shri Varaprasad E.C. Member met ED(P) B.
Manivannan on 4th Oct. 2011, at Central Office. We are thankful to our Patron
Shri M.R. Sundaram who had arranged this meeting.
Meeting was held is quite a congenial atmosphere. ED(P) heard us
patiently, and seemed to be very positive towards our problems.
1) Our Court Case regarding D.R. anamoly and revision of
Pension : We requested ED(P) not to go in for further litigation and honour
the Jaipur Court Judgement. We also said that immediate solution can be
sorted out across the table. He expressed that there are many ifs and buts.
Govt. is not giving us green signal, though we tried our best. Let the Chairman
also be decided. It seems that L.I.C. will now prefer to go to Apex Court, and
its decision will be final, and binding. Let us hope for the best, there only.
2) Monthly Cash Medical to Pre’86 retirees - E.D.(P) expressed
that this will be sorted out shortly. We pressed for Medical Benefit at par with
R.B.I. Scale, to pre’86 retirees and also to widows of pre’86 retirees who are
getting ex-gratia @Rs.1000/- per month.
3) On Medical Grounds - We had detailed talks regarding health
problems of retirees, Per Annum Medical Benefit for domicialary treatment, High
Cost treatment, Cash-less facility in more hospitals (at least two authorised
hospitals at Divisional Headquarter). Reservation of Beds in hospitals, delayed
Mediclaim settlement, claim payment through E.C.S./N.E.F.T., deduction of
Mediclaim premium through Pension etc. were discussed. He was quite positive,
noted many points and assured to look in to the matter.
4) Constitution of Consultative Committee - On this issue he was
of the openion to nominate Nodal Officers at D.O./Z.O. and C.O. levels who
should resolve our problems.
5) Benefit under Rule 27 - Shri G.T. Parikh thoroughly discussed

the problem and said this can be solved by Chairman himself, as being in his power under pension
rules 55 & 56.
6) Ex-gratia to widows of Pre’86 retirees irrespective of Service Period of
deceased Pre’86 retiree - We discussed the matter and submitted cases of Muzaffarpur and
Kharagpur Divisions. ED(P) took a note and assured early solution.
7) Pension Module - We pointed out that a long period of 16 years has passed yet we
are not having an Universal Pension module for which he assured to get prapared very soon.
Besides these we also discussed about enhance gratuity payment w.e.f. 1.1.2006 instead of
24.5.2010 as done in Govt., percentage increase in Basic Pension for ages 80,85,90,95,100,
uniform formula of Family Pension @30% of notional last pay, pension deptt. on ground floor, G.T.I.
Scheme for pensioners etc. also for which he was seemed to be positive.
8) Meeting with Chief G. & S - In absence of ED (G&S) we met Chief G&S Smt. Hema
Kurup. For a long time we are trying for Group Term Insurance for retirees. In service employee is
covered under G.S.L.I. Scheme, but the day he retires, become uninsured. Banks give 1% over and
above interest on fixed deposit to its retirees. Railway gives P.T.O. passes to their retirees, but in
L.I.C. we are not provided insurances even at our cost. 10% of Premium rebate is also withdrawn
after retirement. We suggested Group Term Insurance for retirees even at our cost as it is provided
to retirees of other institutions upto age 75. There seems lack of willingness in the mater. However
the existing employees will also be benefited on retirement in future. G.T.I. premium may be
deducted from Pension. October being social security month we pressed to workout the scheme.
9) Meeting with Secretary O.S. Shri N.K. Ghonge - for pensioner’s Pass-book,
Nomination and alternate nomination for the different dues of retirees in case of death and pension
deptt. on ground floor, we discussed with Secretary O.S. Shri Ghonge as ED (OS) Shri Kandelwal
ED (O.S.) was on leave. Shri Ghonge agreed to our suggestions.
10) Meeting with K.V. Krishna Dy. General Manager New India Assurance Co. In the
second half our deputation alongwith Kaka Samant & others met Shri K.V. Krishna who gave us a
patient hearing on the Group Mediclaim Policy of L.I.C. We discussed (1) The Terms ‘Service Tax’ &
‘Service Charges’ of Hospitals (2) 24 hour stay in Hsopital in case of death (3) Pre/Post
Hospitalization expenses (4) Removal of Maternity clause after certain age (5) More no. of
recognised hospitals for Cash less treatment and (6) Payment of claim through ECS/NEFT/RTGS.
He was positive on our suggestions and assured to take up the matter at the time of agreement, for
the next year.
11) Regarding General Insurance Retirees - We discussed the implementation of
Labour Court Order regarding difference of Gratuity Payment to officers retired between 1992 to
1994 as L.I.C. has already paid. We also pressed for not going in further litigation in the matter. He
assured the matter will be taken up with Chairman G.I.C.
12) COURT CASES:
JAIPUR HIGH COURT- Shri K.M.L. Asthana has taken up the matter of contempt
petition No. 730/2010 but due to ‘NavDurga’ Vacation adjourned by 2 weeks by Divisional Bench
Jaipur on 14.09.2011 here we would like to mention that some of our retirees are confused on
the matter of upgradation of pension. Please be sure pension is bound to be upgraded. It is only
the matter of time. Have faith is juditiary.
ALLAHABAD HIGH COURT- Next Date was 13.10.2011 for arguments but postponded
which will be declared later on.
AHMEDABAD HIGH COURT- It is postponded to Dec. 2011.
Regarding Court Cases Stratergy is decided in E.C. Meeting of Rajkot.
13) Reporting of E.C. Meeting of Rajkot - On 16th Oct. 2011 the E.C. Meeting of
AIRIEF took place at ‘Rajkot’. Problems were discussed at length. About 35 members took active
participation in the meeting. Meeting was quite necessary at this juncture where the path of
action and strategy for the future was to be decided. After thorough discussions many important
decisions were taken, which in short are as follows :-
(1) Resignation of Shri S.K. Agrawal from the post of Working President due to his
domestic problem and unwillingness was accepted.
(2) Report of General Secretary for the year and Audited accounts for the year 2010-
2011 were passed and adopted.
(3) Shri K.M.L. Asthana, Shri P.N. Shrivastava and Shri G.T. Parikh put up before the
house th current position of Legal Cases and it was decided that now when L.I.C. has gone to
the Supreme Court, Cases of Allahabad and Ahmedabad be postponded till the Supreme Court
case is not decided, and in Supreme Court our case should be taken-up on war front. Senior
most advocate should be engaged for this and see that case is decided in our favour without
further delay.
(4) Cases regarding Rule 27 will be taken up individually but support will be extended
by AIRIEF.
(5) Next General Body Meeting will be hosted by Ahmedabad Unit in some where in
October / November 2012.
14) Membership Levy - Besides our previous circular no. 6 we are sorry to note that
still there are some units who have not remitted membership levy for the year 2010-2011. We
again request the units of remit membership levy before 31st October 2011 invariably.
Membership Levy for the year 2011-12 has also become due, which may also be remitted
alongwith.
15) Legal Fund - While calling Rs. 500/- per member from the units on the basis of
their membership strength it was expected that the units will take up the matter on war footings
and collect maximum fund for the battle of our respectful existance but we are sorry some of our
units have not taken the matter seriously. We again request such units to review their
contribution in accordance with their membership strength and remit their share immediately. How
ever we would like to appriciate some of our units who have contributed substaintially besides
their membership strength. We would like to mention here some of them:-

16) Varistha Vaani - Varistha Vaani issue no. 3 has been published and posted. It will
be soon in your hands. Membership to Varistha Vaani is increasing day by day. Many
complaints for not receiving the magazine have been solved. Receiving the magazine late may
be due to wrong pincode no. or insufficient address, or postal delay.
Therefore it is requested to check your address, Pincode No. and also the Validity date
written on the right upper side of the address lable.
17) Unidentified amounts in Pass book - There are many amounts for which we do
not know who has send that. In Pass book it is mentioned as “Cash deposit self”. We therefore
could not issue the receipts. Such Items are as under :-

18) for those ‘Appriciation’ word is too small - We are proud of our respectable
members who are silently working for and on behalf of AIRIEF. Shri R.B. Kishore who is
writting contineously besides his family constraints, Shri K.M.L. Asthana who is devoted to our
legal case of DR anamoly and up-gradation of pension, Shri P.N. Shrivastava fighting for L.I.C.
& / G.I.C. pensioners, Shri G.T. Parikh silently fighting court cases and organising pensioners,
Shri M.R. Sundaram, Shri B. Angurajan, Shri N. Rajagopal, Shri N. Narayana, Smt. G.
Subbalakshmi, Shri Bhaskaran Nair, Shri Jalaramaiyah, Shri Varaprasad, Shri M.P. Agnihotri,
Shri S.S. Saxena, Shri S.P. Sood, Shri A.K. Rao, Shri B.L. Bhadawat, Shri R.D. Deo, Shri B.P.
Buch, Shri Sunderasan, Shri H.K. Agrawal, Shri T.R. Madhava Rao and so many retirees who
are dedicated to work of AIRIEF. Hats off to them all.
NOW THE MAHABHARAT HAS STARTED.
BEGUL HAS BANGED
Our Arjun Mr. Asthana is on the fore-front. Now put
all our heads, wisdom and resources together to support him
at this crucial moment. Justice, Equality and Truth will always
Triumph. Don’t believe all the gossips you hear. After Board
decision and Jaipur verdict, pension upgradation the Life
Blood of Pensioners can not be amputed.
Notification can not come for single D.R. Anamoly. Also
Beware of the Associations who want to take the credit of
the “Victory” if any earned by AIRIEF. However we congratulate the persons who extended
support in any shape to AIRIEF and / or Asthana. Thanks !

2) PRESIDENT WELCOMED THE EC MEMBERS, OFFICE-BEARERS & OTHER LOCAL RAJKOT FUNCTIONARIES PRESENT.HE NARRATED THE BACKGROUND UNDER WHICH THIS EC MEET TAKE S PLACE,PE NSIONERS ARE AT CROSSROADS WITH SALUTARY SUCCESS IN RAJASTHAN HC ,THANX TO DEDICATED E FFORTS & STRATEGY OF SRI ASTHANA. IT IS GRATIFYING THAT 1ST TIME IN THE HISTORY OF PENSIONERS, THE TWIN ISSUES OF FULL DR TO PRE-8/1 997 PENSIONERS & PENSION REVISION W ITH EVERY WAGE REVISION HAVE BEEN UPHELD & ORDERED TO BE PAID BY BOTH SINGLE-JUDGE ,JAIPUR HC & DB JAIPUR HC HAVING DISMISSED LIC APPEALS.
SRI SHUKLA POINTED TO THE NEED FOR BREVITY,AVOIDING LONG TALKS OR DISSERTATION,CONFINING TO THE ISSUES MENTIONED IN NOTICE DT 14 SEP 2 011 ISSUED BY GS, AIRIEF, SRI VCJAIN.
HE CAUTIONED THAT ADEQ UATE IMPORTANCE HAS TO BE GIVEN TO PENDING COURT CASES & THE STRATEGY TO BE ADOPTED TO SECURE VICTORY IN SC AS SLP IS FILED & WE WILL KNOW THE ACTUAL POSITION AFTER ADVOCATE OF SRI ASTHANA RECEIVES THE SAME FROM SC AS CAVEAT IS FILED.
HE THEN REQUESTED THE GS TO SUBMIT HIS REPORT FOR THE YEAR
3 )GS SRI VC.JAIN, INDORE READ OUT THE REPORT.HE CHARACTERISED THE YEAR AS A N YEAR OF EVENTS, YEAR OF ACHIEVEMENTS. A YEAR OF SUCCESS..WE ARE EVALUATING OUR EFFORTS, STRENGTHS, WEAKNESS,& TO TAKE STOCK OF SITUATION & EVOLVE ACTION PLAN FOR FUTURE.
i)HE WAS GLAD LIC MANAGEMENT AGREED TO EXTEND ONE MORE OPTION FOR MEDICLAIM TO JOIN THE SCHE ME ,30APRIL 2011 ,LAST DATE FOR APLLICATIONS. IT WAS LEARNT THAT 8000 RETIREES WERE OUT OF THE SCHEME & THANX TO THIS CONCESSION, NEARLY 80-85% COULD RE JOIN ,WHICH WAS A BOON.
ii)LIC CO IS INCLINED TO GRANT MONTHLY MEDICAL ALLOWANCE TO PRE-1986 RETIREES AS WAS DEMOSTRATED DURING OUR TEAM DISCUSSIONS W ITH ED PERSONNEL FOR NEARLY 2 HRS. WE HAVE SUGGESTE D THE PATTERN OF RBI WHERE RS3 400-5600PM IS BEING GRANTED TO EXGRATIA RETIREES AS PER CADRE.
iii)WE HAVE ALSO DEMANDED DOMICILIARY BENEFIT TO PENSIONERS ON SAME SCALE LUMPSUM AS IS GRANTED TO EMPLOYEES.
iv)ALL CLASSES, EXCEPT PENSIONERS HAVE CONSULTATIVE COMMITTEE.WHEN THIS WAS TAKEN UP WITH EDP, HE MENTIONED THAT CO IS THINKING OF NODAL OFFICERS AT CO,ZO,DO LEVELS.THIS WILL BE A GOOD BE GINNING TO RE SOLVE GRIEVANCES OF PE NSIONERS & TO AIR OUR VIEWS & SUGGESTIONS ,WHEN NOT SATISFIED WITH THE TREATMENT METED OUT TO PENSIONE RS AT OS DEPT LEVEL.
v)CO WAS KIND ENOUGH TO ISSUE ORDERS TO LOCATE PENSION CELL,OS IN GROUND FLOOR WHERE NO LIFT FACILITY IS THERE.NA SIK & VARANASI DO PENSIONERS ARE E XPER IENCING SOME PROBLEMS ON THIS SCORE.
vi ) THANX TO AIRIEF PERSISTENT EFFORTS & FUP, IDENTITY CARDS ARE ISSUED FOR PE NSIONER & SPOUSE.SOME PLACES, ERRORS ARE COMMITTED W HICH NEED TO BE RECTIFIED.BLOOD GROUP HAS TO BE SHOW N.
PENSION PASSBOOKS WITH FULL DATA WILL COME INTO BEING AFTER THE PENSION MODULE BEING WOR KED OUT BY LIC CO BECOMES OPERATIONAL.
vii) WE HAVE TAKE N UP WITH MGT THAT TO AVOID PROPORTIONATE PE NSION PYT FOR NO FAULT OF PENSIONERS AS IN SOME RECRUITME NT FOR DEV OFFICERS, CAs ,OTHER TECHNICALLY QUALIFIED PEOPLE,ETC ,AS IN THE CASE OF CGOVT ,20 YEAR SERVICE RULE OF 6TH PAY COMMN SHD COME INTO BEING TO AVOID THIS LACUNA.
THERE ARE COURT CASES PENDING IN JAIPUR HC ON THESE MATTERS TOO.
viii)ON ORGANISATIONAL FRONT,NEW RIEAs WERE OPE NED AT MADURAI, TIRUNELVE LI,CHATTISGARH, RAIPUR , KOTA ,ONGOLE,BARABANKI, KADAPA & FEW MORE.
ix)GS REQ UESTED THOSE RIEAs WHO HAVE NOT HELD A NNUAL GB MEETING TO ORGANIZE THE SAME SOON & JOIN THE MAINSTREAM WHO CONDUCT SAME REGULARLY.
x)NZ & CZ ZONAL COUNCIL MEETINGS TOOK PLACE THIS YEAR & REST OF THE ZONES SHD BE COVERED POSITIVE LY BEFORE THE CLOSE OF THE YEAR.
xi)FEW RIEAs HAVE TO PAY 2010-11 MEMBERSHIP LEVY & SOME HAVE EVEN PAID 2011-12ALL ARE REQ UESTED TO MA KE LEVY TO AIRIEF UPTODATE WITHOUT ANY FURTHER DE LAY.
xii)IT IS GRATIFYING THAT 3 ISSUES OF VARISTHA VAANI ,20 PAGES EACH ISSUE APP HAVE BEEN RELEASED. DUE TO TE LENGANA AGITATION, SOME INEVITABLE DELAY TOOK PLACE AS MRS SUBBALAKSHMI, E DITOR HAD TO RESOLVE THIS PROBLEM.
xiii)GS APPEALED TO VP/JS OF ZONES TO BE MORE ACTIVE & DYNAMIC HEREAFTER MORE SO AS LIC IS ENDEAVOURING TO HAVE NODAL OFFICERS.GRIEVANCES & COMPLAINTS HAVE TO BE COLLECTED TO DISCUSS THE SAME WITH OS & W HEN NEEDED WITH NODAL OFFICERS.
xiv)UNITED FORUM OF INSURANCE UNIONS UNDER THE BANNER OF FEDN OF LIC CLASS I OFFICERS ASSNS MET AT CUTTACK, THEN DELHI & KOLKATA.AGREED JOINT MEMORANDUM PREPARED.SRI MADUSUDHAN MISTRY, OUR HON CHAIRMAN & GS,AICW C IS FIXING UP APPOINTMENT WITH FM, MOF & LAW MINISTER ,ALSO SRI OSCAR FERNANDEZ ,ALSO GS,AICWC HELP WILL BE TAKEN
xv)GS MENTIONED THAT THE BRIEF RE 4OCT 2011 MEET WITH EDP.WILL EMERGE DURING RESPECTIVE TOPICS BEING TAKEN UP AS PER AGE NDA

5)GS REPORT WAS THEN ADOPTED BY THE HOUSE.
6)TREASURER SRI S.V.KULKARNI PRESENTED THE AUDITED ACCOUNTS OF THE YEAR 2010—11.
AFTER A FEW CLARIFICATIONS RE GENERAL COUNCIL EXPENSES, ACCOUNTS FOR 201 0-11 WERE UNANIMOUSLY ADOPTED.
7)R.B.KISHORE ANALYSED ORGL POSITION SUPPLIED BY GS IN A CHART FORM & MENTIONED THAT SCZ,NCZ,SZ,ECZ COULD ENHANCE MEMBERSHIP .WZ,SCZ,NCZ OCCUPY DOMINANT POSITION.NZ,ECZ, EZ MUST INCREASE MEMBERSHIP CONSIDERABLY.
RIEA MADURAI CREATED A RECORD 100 MEMBERS WITHIN A FEW MONTHS OF THEIR FORMATION & SRI ANGURAJAN WAS APPLAUDED BY THE HOUSE.
IT IS REMARKABLE THAT RAJKOT TOPS THE LIST OF LEGAL FUND CLOSELY FOLLOWED BY INDORE & CHENNAI.
