1)CCC 9/2012 , Series No 102 is now before you.Amidst lot of scams & scandals in differ ent disciplines multiplying almost in all States, Ministers & other top bureaucrats & businessmen involved hand in glove,Govt lost its credibility, cartoons & caricatures galore on PM.Sonia & other players, any number of emails touching these topics—Indias New Symbols, powerless PM affected by policy
paralysis syndrome ,suddenly getting all might & strength & bulldozing with all sorts of reforms, come what may, stock market showing some bulish tendency, FDI flow rising, disinvestment also cleared,finality in Spectrum auctions deadline –all these look to be some accelerated steps belated tho, to kickstart the sinking growth & remedying ballooning fiscal deficit.
Many High court judgements also indicate a favourable picture for pensioners.Karnataka HC verdict was class.Pensioners have won in the highest Consumer Forums too.OROP SC verdict atlast signifies some positive thinking on the part of Govt .MOF/GOI granted 30 % flat rate, instead of existing tapering formula for RBI Family pensioners.So too, last drawn pay instead of average of last 10 months pay before retirement paves the way for avoiding many anamolies. I have been bombarding
all with a plethora of emails .3 days away sees 150 emails inflow,sometimes becomes
un manageable, especially when one is an activist pursuing & doing sterling work for the cause of pensioner s.
2) i)If the Road is Beautiful then, Worry About the Destination, But if the Destination is Beautiful, Then Don't Worry About The Road!
ii) We Always Feel that GOD Never comes on Time When We Call Him...But the Truth is ~ "He is Always on Time" but "We are Always in Hurry!
iii) Destiny is simply d strength of ur desires.
If u cry at a trouble, it grows double!!
If u laugh at d trouble,
It disappears like a bubble!!

3)i)Because I leave for work very early,my husband gets our four children ready for school.One day I laid out a T shirt for my younger daughter.Running late,I couldn’t find her matching shirt & tights,so I left my husband a note explaining they were somewhere in the clean laundry in the basement.
Later ,when I called him,I discovered there was utter chaos at home.Nobody could find anything.I phoned him again at work & asked if he found everything for our daughter’s outfit.Oh,yes,he replied,he got everything they needed.relieved,I asked .”so,was it all where I said it would be ?”
Not exactly, he answered.
Where was it then?
After a short silence, he confessed “At a department store.”
ii)The doctor who had completed his examination of a patient with potbelly searched through his desk & brought out a large bottle of pills. As he handed it to the fat man,he cried,”Oh me should I take all these?
First listen, said the doctor , You need not take them.You spill them on the floor twice a day & pick them up one by one
iii)An author while referring to his books said,They will be read long after Milton & Homer have been forgotten
And not till then , retorted the listener.

i)I have pleasure to enclose CCC 8/2012,Series No.101.News is not rosy.Everywhere,there appears to be confusion & chaos.Morals & Morale have taken backseats.We witness politics at its worst.Political parties behavior has reached rockbottom.It has degenerated into vindictive politics, personality clashes,obstructionism to the core, democratic prized institutions paralysed for days & weeks,all agenda for reforms untouched ,UPA 2 is in dire mess & straits.Month after month, experts predicting GDP decline,dream of a double-digit growth shattered, all through with scams after scams revealed like a rollercoaster ,delineating rank corruption in every field & discipline ,what a zoom & progress it would have been if these evils are routed in the next few years,common citizen yearn proper, ethical, accountable, transparent governance at all levels to make children, youth,adults,elders,disabled, & female population happy & contented & leading a life of dignity & pride as a true Indian.

5) CPI JUMPED BY 4 POINTS TO 205 for April, 2012 & FOR MAY 2012, 206, &CPI FOR JUNE. 2012 JUMPS TO 208.From tomorrow 1 Sep,2012,48 slabs of DR added will be credited to our pension account with bank.
For July, 2012, there is a big jump by 4 points ,so CPI 212.Tho too early to predict,there can be 17/20 slabs DA rise for employees after another 2 months CPI is known ie August & September 2012
6) i)As IA-Interim Application in SLP is slated on 5th October & efforts are being made to prepone the same,we can recapitulate. We find from the judgment of the learned Single Judge Hon Bhandari that the Government of India never contested so far as the Resolution dated 24.11.2001 of the Board of the appellant LIC or the merits and the contents thereof before the learned Single Judge or its competent to pass such a resolution or implement the same so as to remove the discrimination between retired employees for payment of D.A. ” Hon Justice Bhandari has also held that on the basis of date of retirement there cannot be any discrimination between the Pensioners interse. All pensioners are entitled to revision of pensions as and when pay scales are revised. The decision of the Board taken in its meeting dated 24/11/2001 but not implemented on account of misnomer of approval of the Central Government has been directed to be implemented with the above modifications.
ii)Further, it is to be borne in mind that LIC itself , in its letter dt 31/12/2001 & 11/8/2003, to MOF/UOI state clearly “ there is an urgent need to rationalize the DR structure available to different groups of pensioners in order to reduce the administrative inconvenience & also to see that different generations of pensioners are protected by merging the pension to a suitable index. ”
It is also added “ Central Civil Services (Pension)Rules ,on which LIC (Employees) Pension rules has been broadly designed, contains such an upgradation formula corresponding to revisions effected for Central Govt Employees ”
iii)In addition, LIC HAS, IN VARIOUS LETTERS WRITTEN TO MOF ON 20/2/2007 & AGAIN ON 6/5/2009 REITERATED THAT PENSIONERS WITH CPI 600& 1148 POINTS , DR AT RECTIFIED RATES SHALL BE MERGED WITH BASIC PENSION TO BRING ON PAR WITH 1740 CPI PENSIONERS GROUP WITH PENSION UPGRADATION WITH 1/ 8/1997—31/7/2002. IT CLEARLY & UNMISTAKABLY DEMONSTRATES THAT LIC INTENTIONS WAS TO GO AHEAD WITH SUCH SIMILAR FITMENTS FOR OTHER PENSIONER GROUPS AS WELL
iv)LIC has to be questioned,exposed & shown its place as they HAVE POOHPOOHED SC BENCH ORDER IN AN EXTREMELY DEROGATORY FASHION RIDICULING ALL CANONS OF PROPRIETYIN FACT, THO IT WAS AN ORAL ADMISSION ON 1ST DEC,2011 BEFORE HON JUSTICE SARMA OF JAIPUR HC RE CONTEMPT PETITION, LIC COUNSEL AJIT TYAGI INFORMED LIC MAY DEPOSIT AROUND RS1200CR.
v)WHATEVER IT IS,FROM ALL ANGLES, BY ALL REASONS, WI TH ALL CONSTITUTIONAL RIGHTS IN PENSIONERS FAVOUR, VOX POPULI—VOICE OF THE PENSIONERS –WILL ULTIMATELY PREVAIL. THIS IS AN ABERRATION, A FRICTION POINT & THE THORN WILL BE REMOVED TO ENJOY THE FRAGRANCE FULLY,SOONER THAN LATER.

5) CPI JUMPED BY 4 POINTS TO 205 for April, 2012 & FOR MAY 2012, 206, &CPI FOR JUNE. 2012 JUMPS TO 208.From tomorrow 1 Sep,2012,48 slabs of DR added will be credited to our pension account with bank.
For July, 2012, there is a big jump by 4 points ,so CPI 212.Tho too early to predict,there can be 17/20 slabs DA rise for employees after another 2 months CPI is known ie August & September 2012
6) i)As IA-Interim Application in SLP is slated on 5th October & efforts are being made to prepone the same,we can recapitulate. We find from the judgment of the learned Single Judge Hon Bhandari that the Government of India never contested so far as the Resolution dated 24.11.2001 of the Board of the appellant LIC or the merits and the contents thereof before the learned Single Judge or its competent to pass such a resolution or implement the same so as to remove the discrimination between retired employees for payment of D.A. ” Hon Justice Bhandari has also held that on the basis of date of retirement there cannot be any discrimination between the Pensioners interse. All pensioners are entitled to revision of pensions as and when pay scales are revised. The decision of the Board taken in its meeting dated 24/11/2001 but not implemented on account of misnomer of approval of the Central Government has been directed to be implemented with the above modifications.
ii)Further, it is to be borne in mind that LIC itself , in its letter dt 31/12/2001 & 11/8/2003, to MOF/UOI state clearly “ there is an urgent need to rationalize the DR structure available to different groups of pensioners in order to reduce the administrative inconvenience & also to see that different generations of pensioners are protected by merging the pension to a suitable index. ”
It is also added “ Central Civil Services (Pension)Rules ,on which LIC (Employees) Pension rules has been broadly designed, contains such an upgradation formula corresponding to revisions effected for Central Govt Employees ”
iii)In addition, LIC HAS, IN VARIOUS LETTERS WRITTEN TO MOF ON 20/2/2007 & AGAIN ON 6/5/2009 REITERATED THAT PENSIONERS WITH CPI 600& 1148 POINTS , DR AT RECTIFIED RATES SHALL BE MERGED WITH BASIC PENSION TO BRING ON PAR WITH 1740 CPI PENSIONERS GROUP WITH PENSION UPGRADATION WITH 1/ 8/1997—31/7/2002. IT CLEARLY & UNMISTAKABLY DEMONSTRATES THAT LIC INTENTIONS WAS TO GO AHEAD WITH SUCH SIMILAR FITMENTS FOR OTHER PENSIONER GROUPS AS WELL
iv)LIC has to be questioned,exposed & shown its place as they HAVE POOHPOOHED SC BENCH ORDER IN AN EXTREMELY DEROGATORY FASHION RIDICULING ALL CANONS OF PROPRIETYIN FACT, THO IT WAS AN ORAL ADMISSION ON 1ST DEC,2011 BEFORE HON JUSTICE SARMA OF JAIPUR HC RE CONTEMPT PETITION, LIC COUNSEL AJIT TYAGI INFORMED LIC MAY DEPOSIT AROUND RS1200CR.
v)WHATEVER IT IS,FROM ALL ANGLES, BY ALL REASONS, WI TH ALL CONSTITUTIONAL RIGHTS IN PENSIONERS FAVOUR, VOX POPULI—VOICE OF THE PENSIONERS –WILL ULTIMATELY PREVAIL. THIS IS AN ABERRATION, A FRICTION POINT & THE THORN WILL BE REMOVED TO ENJOY THE FRAGRANCE FULLY,SOONER THAN LATER.
